Ulvi Mansurov

Yasin Jalilov was born on 29 June 1977 in Baku.From 1993 to 1998, he studied at the Faculty of International Economic Relations of Khazar University, where he obtained a Bachelor’s degree. From 1994 to 1999, he studied at the Faculty of Political Science of the Baku Institute of Social Management and Political Science, where he obtained a Bachelor’s degree, and at the Azerbaijan State Oil Academy, where he obtained a Master’s degree in Business Administration, Economics and Management. From 2015 to 2018, he studied at the University of Warwick in the United Kingdom, where he earned an MBA degree.Mr. Jalilov began his professional career at International Bank of Azerbaijan. From 1996 to 2011, he held various positions at the bank, and from 2011 to 2018, he served as Director of the Corporate Business Department.Since 2018, he has served as a Member of the Management Board of VTB (Azerbaijan) OJSC.On 14 February 2022, by a decision of the Supervisory Board of Azerbaijan Investment Company OJSC, he was appointed Deputy Executive Director of the company.Since 2025, he has served as Director General of Azerbaijan Business Development Fund, a public legal entity. Since 2026, he has continued to serve as Deputy Chairman of the Management Board of Azerbaijan Business Development Fund OJSC.

Murad Abdullayev was born on 14 May 1987 in Baku. From 2004 to 2008, he studied at the Faculty of International Economic Relations of Azerbaijan State Oil Academy, where he obtained a Bachelor’s degree. From 2008 to 2010, he continued his studies at the same faculty and obtained a Master’s degree. In 2014, under the State Program on the Education of Azerbaijani Youth Abroad for 2007–2015, he pursued a Master’s degree at the London School of Economics and Political Science (LSE). He began his professional career in 2009 as a Lead Specialist at the International Organisations Cooperation Division of the Ministry of Economy. In this position, he was closely involved in the implementation of a number of infrastructure projects in Azerbaijan financed by international financial institutions. From 2012 to 2016, he worked at Azerbaijan Investment Company OJSC, serving as a Specialist and Head of Division in the Monitoring and Industrial Parks divisions. From 2016 to 2018, he served as Head of the Industrial Division at the Ministry of Economy and as Vice President of the Azerbaijan Export and Investment Promotion Foundation. On 5 January 2018, by a decision of the Supervisory Board of Azerbaijan Investment Company OJSC, he was appointed Deputy Executive Director of the company. In 2025, he has served as Director General of Azerbaijan Business Development Fund, a public legal entity. Since 2026, he has continued to serve as Deputy Chairman of the Management Board of Azerbaijan Business Development Fund OJSC.
