Yasin Jalilov

He was born on 13 December 1983 in Baku. From 2000 to 2006, he studied at the Faculty of Accounting and Auditing of Azerbaijan State University of Economics. In 2013, he obtained a PhD in Economics. From 2012 to 2015, he studied at the University of Warwick in the United Kingdom, where he earned an MBA degree. In 2024, he obtained a PhD in Business Administration, specialising in Macroeconomics. He began his professional career at International Bank of Azerbaijan in 2001. Until 2012, he held various positions in the bank’s Central Treasury, Financial Management, Internal Audit, Accounting, and Budget Forecasting departments. In 2012, he was elected Chairman of the Management Board of Bank Technique, a position he held for three years. In 2015, he was appointed Deputy Chairman of the Management Board of International Bank of Azerbaijan. On 31 March 2017, Ulvi Mansurov was appointed Director General of Azerbaijan Post LLC.From 2018 to 2020, he served as Director General of the newly established Department for Analytical Analysis and Expertise of Economic Sectors at the Ministry of Taxes of the Republic of Azerbaijan. In 2020, he was appointed Executive Director of Azerbaijan Investment Company OJSC. Since 2026, he has been serving as Chairman of the Management Board of Azerbaijan Business Development Fund OJSC.

Murad Abdullayev was born on 14 May 1987 in Baku. From 2004 to 2008, he studied at the Faculty of International Economic Relations of Azerbaijan State Oil Academy, where he obtained a Bachelor’s degree. From 2008 to 2010, he continued his studies at the same faculty and obtained a Master’s degree. In 2014, under the State Program on the Education of Azerbaijani Youth Abroad for 2007–2015, he pursued a Master’s degree at the London School of Economics and Political Science (LSE). He began his professional career in 2009 as a Lead Specialist at the International Organisations Cooperation Division of the Ministry of Economy. In this position, he was closely involved in the implementation of a number of infrastructure projects in Azerbaijan financed by international financial institutions. From 2012 to 2016, he worked at Azerbaijan Investment Company OJSC, serving as a Specialist and Head of Division in the Monitoring and Industrial Parks divisions. From 2016 to 2018, he served as Head of the Industrial Division at the Ministry of Economy and as Vice President of the Azerbaijan Export and Investment Promotion Foundation. On 5 January 2018, by a decision of the Supervisory Board of Azerbaijan Investment Company OJSC, he was appointed Deputy Executive Director of the company. In 2025, he has served as Director General of Azerbaijan Business Development Fund, a public legal entity. Since 2026, he has continued to serve as Deputy Chairman of the Management Board of Azerbaijan Business Development Fund OJSC.
